Northeastern Connecticut Council of Governments (NECCOG), a state leader in the innovation, development, advocation and application of regionalism, is a 16-town regional council of governments founded in 1987. NECCOG is a chief-elected official driven - organized forum for the member towns to discuss, facilitate and develop responses to issues of mutual concern. NECCOG’s member towns are Ashford, Brooklyn, Canterbury, Chaplin, Eastford, Hampton, Killingly, Plainfield, Pomfret, Putnam, Scotland, Sterling, Thompson, Union, Voluntown and Woodstock. Each municipality is represented by their respective chief-elected official. NECCOG is statutorily authorized, but has no regulatory power. The NECCOG Animal Services program currently serves 18 towns: Bozrah, Brooklyn, Canterbury, Chaplin, Colchester, Franklin, Griswold, Hampton, Killingly, Lebanon, Lisbon, Pomfret, Putnam, Sprague, Sterling, Thompson, Voluntown and Woodstock.
You do not need to make an appointment to view our available animals. You can either stop by the animal shelter (located at 125 Putnam Pike in Dayville) during normal business hours, or you can view the animals online at neccog.org. Persons under the age of 18 must be accompanied by an adult. Remember that even though we take the best possible care of animals at our shelter, we do not always know their prior medical history. We will pass along any medical/vaccine information that we have about the animal, whether from the previous owner or from the animal's time at the shelter. We strongly encourage you to take your new pet to a veterinarian of your choice as soon as possible and within two weeks of adoption. If you see an animal you're interested in, there is an application and approval process. There are two types of animals that may be available for adoption: A Found Animal, where no owner is known; A Owner Surrendered Animal, where the owner has willingly surrendered ownership to NECCOG. In the case of a Found Animal, Connecticut law requires us to hold the animal and advertise it for seven (7) days before it is available for adoption. In the case of Owner Surrender Animals, it is NECCOG’s policy to hold the animal for three (3) days before it is available for adoption. Persons wanting to adopt an animal are required to complete the NECCOG adoption application form. Applications are not accepted until the day the animal is eligible for adoption. Applications are reviewed in the order they are received. Upon review of the veterinary check and landlord check, our staff will schedule a “meet and greet” for you, members of your household and any pets that will be residing with or routinely interacting with your prospective pet. When complete to the satisfaction of NECCOG and the payment of your adoption fee ($5.00 for all animals, plus $45 for intact cat or dog - includes spay/neuter voucher) you may take your pet home “forever.”
